一、考试目的及原则
国际商务单证员全国统一考试主要是测试应试者从事国际商务单证工作必备的业务知识和能力。
国际商务单证员专业培训考试属非行政许可类职业资格考试，要严格执行国办发[2007]73号文件的有关规定，实行公开、公正、公平的原则，采取全国统一报名、统一收费标准、统一命题、统一考试、统一阅卷、统一发证的方式进行。
二、报名考试条件
（一）具有一定的国际商务单证实践经验或已接受过国际商务单证业务培训的从事国际商务单证业务的在职人员。
（二）具有高中以上学历并有志从事国际商务单证工作的求职人员或在校学生。
（三）参加2008年的国际商务单证员全国统一考试单科未获得通过的人员。
三、考试科目及内容
考试科目：国际商务单证基础理论与知识；国际商务单证操作与缮制两科，每科满分为100分，60分以上为合格。
考试内容：主要依据全国国际商务单证考试办公室编印并由中国商务出版社2009年出版的《国际商务单证理论与实务》、《全国国际商务单证考试大纲及复习指南》等教材。
四、培训及辅导
遵循自愿参加的原则,未参加培训和辅导的人员也可报名参加考试。
五、考试方式
考试以闭卷笔试答题方式进行。部分试题为客观性试题，考生应试时用２Ｂ铅笔将选定的答案填涂在答题卡上。考生必须按要求正确填涂答题卡，未按规定填涂的不得分。主观题则由考生按试卷要求作答。
六、报名时间、方式和收费标准
（一）网上报名时间：2009年3月17日至5月18日。报名网址：全国国际商务单证考试中心：www.icd.net.cn。考试资格确认同时进行，逾期未办理报考资格确认者不能参加考试。
（二）确认报考资格时，考生应持本人身份证、学历证书原件和复印件以及《全国国际商务单证员考试报名表》，并交近期免冠同底版2寸蓝底彩色证件照3张（用于报名表、准考证主证和合格证书，经考试不合格者照片不予退还）。证件不全或照片不符合要求者，不予办理报考资格确认手续。
（三）考生报考资格被确认后，应交纳考试费，每科80元，两科共160元，另外每科交纳报名费20元。因故未参加考试或考试不合格者所交费用不予退还。
（四）其他有关事项，请考生随时关注全国国际商务单证员考试中心网站公布的信息。
七、考试时间：2009年6月14日（星期日）
上午： 9:00—11:00 国际商务单证基础理论与知识
下午：14:00—16:00 国际商务单证操作与缮制
八、确认时间：3月17日至5月18日（周六、周日、节假日不办公）

Along with the development of the world, the style of our life changed a lot. And more and more issues arised. Such as some young children spend a great amount of their time in practicing sports. From my part, i think the advantages of practicing sports outweight its disadvantages.
To begin with, more and more people cannnot afford the burden of work. The work pressure make all of the people tried. Because of tried, they grow weaker and weaker slowly. And then fall down.So, people pay more and more attention to health. Through taking more practice, it can make our heath become stronger and stronger. What is more it can relax prople's thought. It is reasonable that people spend more time in practicing sports.
On the other hand, if you want to make your work more effectively. You should take your own heath into account. Otherwise, the huge tasks will destory you. In order to make you heath more and more stronge you should take more time on practicing sports. Form this point, spending more time on sports is necessary.
As the proverb goes “ every coin has its two sides”, so is the role taken by practicing sports. When you are using lots of time on sport. You lose your oppurtunity cost. So you cannot do other things. It speed up your dailylife.
As we known, nothing in this word is perfect. So it is teasonable that spending more time on practicing sports have its dark side. But the advantages of its accupy more share of the total.

2009-02-22 19:27 The head of the Federal Reserve, Wednesday defended his actions over the past year that were aimed at restoring normal lending in the credit markets. Bernanke declined to make specific predictions, but was cautiously optimistic that an economic turnaround may begin this year.
In nationally televised remarks from Washington's National Press Club, Bernanke said he expected the unemployment rate to rise above 8 percent before the recession is ended. And while he made no prediction as to how deep this recession will be, he did say that the combination of low interest rates and fiscal stimulus should be helpful.
"If we can take strong and aggressive action, including the Fed's actions to try to improve credit markets, I think we can break the back of this thing and that we will begin to see improvements in 2009. If we fail to take adequate actions, you know the situation will continue to deteriorate. And unemployment would obviously be higher in that case," he said.
Bernanke answered questions following his talk. He repeated his strong belief that in a severe downturn like the current one it is vital to protect the financial system.
"We must continue the efforts to stabilize the banking system and the financial system. If we do not stabilize the financial system, the fiscal policy will not lead to a sustained recovery. Both of these parts are essential," he said.
Bernanke endorsed the fiscal stimulus program, worth nearly $800 billion, that was signed into law this week. He spoke as President Obama was unveiling his program to stabilize home prices which have declined over two years and to stem the wave of foreclosures on owners who do not meet their mortgage payments.
The Federal Reserve is revising downwards its economic outlook to a possible 3 percent decline for 2009. Previously, the Fed had projected a recovery beginning after mid-2009.

Different people have different ways of saying things – their own special expressions. Each week we tell about some popular American expressions.
The bag is one of the most simple and useful things in the world. It is a container made of paper or cloth. It has given the world many strange expressions that are not very simple. Some of them are used in the United States today.
One is bagman. It describes a go-between. The go-between sees to it that money is passed – often illegally – from one person to another.
Another widely-used expression is to let the cat out of the bag. It is used when someone tells something that was supposed to be secret. No one can explain how the cat got into the bag. But there is an old story about it.
Long ago tradesmen sold things in large cloth bags. One day a woman asked for a pig. The tradesman held up a cloth bag with something moving inside it. He said it was a live pig. The woman asked to see it. When the dishonest tradesman opened the bag, out jumped a cat – not a pig. The tradesman's secret was out. He was trying to trick her. And now everybody knew it.
The phrase to be left holding the bag is as widely used as the expression to let the cat out of the bag.
This expression makes the person left holding the bag responsible for an action, often a crime or misdeed. That person is the one who is punished. The others involve in the act escape.
Where the expression came from is not clear. Some say that General George Washington used it during the American Revolutionary War.
One of Washington's officers, Royall Taylor, used the expression in a play about Daniel Shay's rebellion. The play was in 1787, after Taylor helped to put down Shay's rebellion.
Shays led 1，000 war veterans in an attack on a federal building in Springfield, Massachusetts. Guns were in the building. Some of the protesters were farmers who had no money to buy seed. Some had been put in prison for not paying their debts. They were men who fought one war against the king of England, and were now prepared to fight against their own government. Most of the rebels were captured. Shays and some of the officers escaped.
In his play, Taylor describes Shays as disappearing, giving others "the bag to hold."
A bag is useful in many ways. Just be careful not to let the cat out of the bag, or someone may leave you holding the bag.

2009-02-22 19:23 The ancient whistled language of the small island of La Gomera, off the coast of Africa, has been driven to the brink of extinction by new technology and globalization. Now, a 21st-century Web company has taken on the task of saving the language by marrying history with technology.
Silbo Gomero, a language used only on La Gomera Islandoff the coast of Morocco, sounds to the untrained ear like few other known languages.
The sounds that make up this language, used solely by the residents of the island, part of Spain's Canary archipelago, are made by whistling, rather than by speaking. The language, which locals say was brought to the islands by African settlers many centuries ago, has been adopted by Spanish colonists over the years.
To communicate among the sparsely populated inland hills and valleys, shepherds perfected the whistle language, which residents say can be heard and understood over distances of up to 8 kilometers, compared to about 200 meters for the spoken word.
With the development of new technologies like the cellular phone, the number of Silbo Gomero whistlers has declined to around 1,000. Many of the older generation of islanders fear the language, which they consider to be a cultural heirloom, may become extinct.
But the incursion of modern technology and globalization that threatens this and other endangered languages worldwide may now help to save Silbo Gomero. Busuu.com, a Web site based in Madrid, has launched a campaign to teach Internet users worldwide to communicate using the languages' unique whistles.
Bernard Neisner is the company's co-founder:"We really liked the whole story of the Silbo Gomero because it is really a fun language. It is a real language, people really use it there. The same functionalities, the same methodology that we use for teaching Spanish or English, we use it for teaching Silbo Gomero."
Niesner says he and his partner, Adrian Hitli, came up with the idea when searching for an idea for a viral marketing campaign for their company that serves people interested in learning languages interactively. Neisner says one of the founding principles of the Web site was to promote learning languages in danger of extinction.
"If Busuu really works out like we think, I mean it would be realy an amazing tool for language learning all over the world. The name of our Web site comes from Busuu, the language from Cameroon, which is spoken by only 8 people."
Neisner says he hopes the worldwide community of Busuu.com users, numbering more than 80,000 in 200 countries, will take up the call to help preserve Silbo Gomero.
To combat the language's decline, the government of La Gomera mandates the teaching of Silbo Gomero in the island's schools and, with the Web site, has appealed to the United Nations to declare the language a Masterpiece of the Oral Tradition of Humanity. Busuu.com was named a project of UNESCO's year of languages program in 2008.
A language is defined by UNESCO as in danger when older speakers no longer pass it on to younger generations. The organization says that of the world's approximately 6,000 languages, about half are in danger.
Africa is one of the richest, yet least studied continents for language diversity. UNESCO estimates that of the nearly 1,400 local languages, 250 are in immediate danger of extinction.
